Indeed so. The internet has more than enough redundancy that you can't destroy it, but you can certainly damage it and based on previous tests, Putin can put Russia behind an Iron Firewall and cut them off from the outside. But as I've said before, it could be the last straw to produce a Borscht Revolution.
