FEMA is selling the Katrina trailers to the people living in them for $1 or $5

Now, that's a good thing. But aren't these the trailers that were outgassing formaldehyde when they were issued? I seem to recall there were also electrical code problems. Now, the outgassing should have settled by now, but isn't the gov't opening themselves to long-term law suite problems by selling these trailers with known, documented, defects?

There are a lot of other problems, such as zoning, that exist, but I think that it's still a good thing overall.
