Civic religion.  Excellent demarcation point, I hadn't thought of it quite that way.  I've always had my litmus test of the Beatitudes and Woes, but Civic vs Foundational, you might even talk about Jeffersonian Bible-level if you wanted to exclude books written by people who came from timeframes after Jesus, is a great way of splitting them apart.
