Acetone was the solvent I was trying to remember. You can sort of dissolve/melt gunpowder and reform it into other shapes. It will still burn energetically, I don't know if it will explode if you hit it with a hammer or blunt object or if you put a fuse in it, I didn't experiment with it beyond melting and reforming it.
