That does not seem like the behavior of a company that wants to avoid punishment for what happened. That they're also blaming it as the left hand not knowing what the right hand is doing is also the kind of thing where you want to tell them "if you don't know what all of your entities are doing, then you should get that under control" with sufficient enforcement and penalty to ensure that all of the coordinating parts are well-informed of each other.
