Among other things, I would expect that perhaps 180,000 Americans wouldn't have died of COVID, assuming a more rational President would have listened to scientists.

I can, yes. It wouldn't be pretty, because I suspect a lot of the things we're paying attention to now would still happen, but I can imagine more people being alive and yelling about "government overreach" in how they were allowed to stay alive and not suffer from the novel coronavirus.
