So what sort of purpose do they have in mind for this? Just something to patrol, detect, and then sic the Coast Guard on people trying to get into the country?

If they outfit it with an eyestalk and a vaporizer, then this might be the first Dalek patrolling the seas. I can just imagine the terror being induced there.
