What is it that bothers you about that quote, aside from grammar? Bush was saying that there are some people that don't think third-worlders can govern themselves, but he disagrees with that opinion.

Maybe it is just the grammar, his grammar is so convoluted that he just doesn't make sense to me, and this is coming from someone (me) with convoluted grammar!
