It's there as a signal, like all the other signals, that if you want to get something done with this administrator, you had better be willing to enrich him personally, and for significant amounts, or you can go away.
Any government efficiency or shrinking they claim is happening is immediately and perpetually offset by the tax breaks and the special favors being carved out to those who are willing to shell out big for access.
