Yes, the laser light is scattering off ice crystals high in the atmosphere in this photo, and that's why the position where you see the laser beam is not quite where it's aimed on the moon. We actually had record low dust levels (I thought the dust counters were broken, but next day was back to normal) and pretty low humidity levels, so it was hard to get a good picture of the laser beam.
