Yeah, it wasn't a great plan to start with. Even having a sign-in sheet at every doorway is going to be a huge hassle. The assumption that everyone has a fairly recent smartphone is somewhat, but not completely valid, and that's a problem. You could put a Bluetooth beacon on each doorway and an app on each phone - again, requires recent smartphones.
No cheap, easy, reliable solutions that people will reliably follow.
