As soon as the first plan didn't survive contact with Ukraine, it looks like the strategy, such that it has been, had been to inflict as much damage and civilian death as possible, while scrupulosity making sure not to accidentally bring NATO in.
This situation only breaks if Ukraine manages to rout the invader, because I'm pretty sure the invader didn't care about the losses for his side, so long as he can eventually kill enough Ukrainians that they won't have enough bodies to mount resistance.
