I read that reactive armour also drives a change in field deployment, since it tends to shred nearby people when activated.

Modern tactics involve combined arms. Armour, aircraft, and infantry working together survive longer, and are more effective, than if they operate separately. Infantry keeps portable anti-tank missiles away from armour, and armour keeps tanks and aircraft away from infantry.

Armoured vehicles without reactive armour often have field telephones installed on the back end on the outside, so they can communicate with their infantry support clustered closely around them. Reactive armour shreds nearby people and soft-skinned vehicles, so their infantry support keeps far away. Without close infantry support, it's easier for opposing forces with anti-tank missiles to target the armoured vehicles.
