I hadn't considered corruption including the theft of reactive armor. That is a bit much but wouldn't surprise me in the least.
A friend of mine across the street, all their boys served in the Army, and I think at the time after you came out you always served in the State Nat'l Guard. This one guy, his unit figured out how to open containers of C-4 plastic explosive without breaking the seal, and it was regularly stolen for informal jobs, like clearing tree stumps and such. Apparently it was a very good field fire substitute and burned quite well. The mistake you do not want to make is stomping to put it out! You smother it with dirt to extinguish it.
