Oh, I could tell you more about these yahoos but shouldn't. It would seem that they are used to operating with very little impunity or blowback, so they continue to do so. So they screw up, get yelled at, things get fixed and done properly, then the observatory staff wait for them to screw up again. I guess as long as they keep paying money the staff will continue cleaning up after them as long as they don't break other people's gear. THEN things could get interesting!
