Why are they using Stop-Loss? To make it look like he's right and that they can make do with what they've got. The ongoing depletion of people coming to the end of their service would require a greater degree of recruitment than they've been able to thus far obtain. It's one of the things that scares me about the current administration; no-one seems able to admit they'd made a mistake or were wrong in something and have to try to fix it. The truth just gets changed or shuffled so it can be reapplied like a new coat of the same crappy paint to hide where the rust is eating away the car's body...
