That feels like a claim being made because Musk knows that if he's tied too closely to Trump, then he'll get the backlash against Trump onto him. Not that he isn't already pretty good at sticking his foot in his own mouth, but he probably wants to make sure that he's not seen as too far into being a MAGAt.
Of course, the real trick is there's probably not an easy way of fact-checking whether or not he keeps to his promise, with the way that money in politics is deliberately set up to obscure who gives and what to at every stage of the way.
