Presumably, yes, all the components that are nonessential should be removable, and there's no way that you can say that Recall is essential. Unfortunately, I'm not sure there are ways for someone to be able to say "this is an EU version, give me the uninstall abilities," uninstall those things, and then switch their registration to US-based software with those features uninstalled and keep it that way.
Really, Microsoft should be allowing us to uninstall any of their bundled software, but if they let us do that, then we'd do it.
