Yeah, it's a tool they won't abandon, so that's why I think detecting them is only the firsr step, and then at the next level, there will be poisoning, sabotage, or scattering data in ways to make using Stingrays actively unhelpful to LEOs. EFF may or may not release that kind of code, but if they provide information, I'm sure someone will build the tarpits, honey traps, and poisoned wells.
