It's a good thing in general, though it does mean that publishing is more expensive (journals charge more for totally open access publication, and that comes out of grants, I think?) Though...I have to roll my eyes because all he's done is pushed a deadline that was already in place (at the end of the year, a generous amount of time so that grantees could plan, mind you) six months earlier. I imagine it will cause some confusion for folks whose papers are already in process.
But then, I'm not inclined to be charitable to this guy. ;P
