Because an elected official always resigns before the end of their first term citing that they are a "lame duck". It would be interesting to see her in a full primary, rather than being dropped in as Veep nominee. I think she'd get eaten alive in debates with the likes of Rubio, Cruz, and Mittens. And Palin debating Rand Paul would be very amusing.
