It was tested in Australia, and in the end, the customs officers did no better than untrained students in matching photos to people's faces.
The suggestion to fix it is to have multiple photos, which would make for more interesting passports and probably greatly slow down the processing queue. Or to change hiring practices and hire people for screening who are inherently better at matching photos to faces.
