Convenience may have been the norm for some time now, but the predecessors to the current and last administrators at least made an effort to hide it, or at least pretend to play by the rules when they were caught out with no deniability.
And yes, sticking poison in the Defense Authorization Bill does sound just like the thing the supposedly no-earmarks House would be more than happy to do just so they can get what they want and not have to actually answer to the law or the spirit behind it.
