I'm not surprised that it took a lot of championing and ingenuity to make it work. NASA's budget is miniscule compared to just about everything else, and so they can't really "waste" money on things they don't know are going to be important and to work. If NASA got the military's budget and the military got NASA's for a year, there would be a lot more tolerance for experimental risk.
