Big surprise. After Senator Elizabeth Warren started raising a stink about the military being unable to repair its own equipment, military contractors started "intensely lobbying" for a new system of "data as a service", which would probably have been even worse. Both systems were excluded from the final bill.

Given how much of the Congress seems to have been elected to shove as much of the national treasury to the people who bought them, I'm not surprised at this, and similarly not surprised that even the argument that the military has to be ready at a moments notice, and therefore should be able to repair their materials in the field, couldn't budge the insistence that defense contractors get all the money, regardless of whether or not there's harm to the troops in it.
