In an informal poll of 415 historians, 81%+ said yes. Rolling Stone presents the article here. I post this mainly because it explains some the reasons that they qualify Bush as Worst Evah, I found them interesting.

I remember back in '01 when I was in Virginia, we took a day trip up to Washington DC mostly via train, we had to drive up to the station. When we left, we walked back to Pennsylvania Station and they had a store that was selling umbrellas, tshirts, door mats, etc. with Bush malaprops. Quite amusing.
I just wish his administration had stayed amusing with no 9/11 and them turning the world upside down.
