Soon to have cell phones on planes in Europe?

How long before the FCC/FAA relent on this? I am SOOO looking forward to being stuck in a plane for 3+ hours with some asswipes loudly yacking on their phones for the entire trip.

a 12 hour economy flight crammed in like sardines, and a DS with a cell phone talking for the whole thing about the what ever she like got at the mall,.....or how their significant other doesn't understand them, in aloud gotta yell into the cell phone voice. Can't talk to the person int he room with them, gotta yell at a person miles away. Oh, yeah, my idea of hell.....
