thewayneApparently he is offended by the fact that the Virginia State Seal has the exposed breast of the Roman goddess of Virtue standing over a defeated tyrant, so he wants a breast plate put on her to make it PG.
I guess Virginia has no more criminals and he has nothing better to do.
