I remember Bill Clinton using Fleetwood Mac, and I think Obama did also, and with the blessing of the band. I thought Romney got similarly spanked by a band, but I can't find a cite quickly. Maybe I'm thinking of the metal band that was objecting to their music being used to enhance interrogations at Abu Ghraib.

While I'm sure there have been Democratic politicians who have used music without permission, it seems to me to be a crime more common to Republicans, which is interesting since they're the ones always banging on about property rights, and funny because the songs they choose are usually critical of America and written by liberal artists.

Apparently campaigns buy blanket music licenses so they can play pretty much anything they want. But if a major artist like Sprinsteen says 'stop', they better stop.

I think McCain got visibly slapped for using a band's music without permission. And some other politicians, but not Romney.

Really, though, it would behoove someone to figure out any affiliations or allegiances before deciding on what music to ask permission for.
