Wasn't it Jindal who said 'We have to stop being the party of stupid', followed by Rinse Pribuscycle talking about outreach to women and Latinos.

The thing that I find the most amusing about this quote is that $500,000,000 is a rounding error in the Federal budget. It's chump change.

There are people who seem to think that labels are all they need, without any substance and action. So, the Republicans say they're reaching out to women, stomp all over women, and feign surprise when they're called on it.

The only way that sentence is any good is if it is followed by "We need half a trillion dollars."

Not that the amount is really of any relevance - their sort despises any public support for the arts, as evidenced by their repeated attacks on the pittance offered to PBS and NPR every year, and indeed, the Conservatives' eternal war on the BBC's license fee, which is purely coincidentally a view also held by Rupert Murdoch, owner of Sky, amongst a billion other outlets.

I heard an interesting history of the Koch brothers and they're somewhat enigmatic. They really want to get rid of things like the EPA, but then they also support public arts. They are in many ways liberal and support things like public health and gay marriage. I still don't like them as they're trying to buy the American political process, but I sadly have to admit that they're not entirely bad. Just 95% or so bad. ;-)
