Obama was not a schmoozer, and Congress runs on getting greased. Be it money, PR, pork for their district or state, or other forms of enrichment: Congress wants greased. Obama didn't play the game the way they were used to playing it. I saw a piece written about him where an aide said that A Person wanted another photo with him, and he didn't understand why because he knew they already had a photo with him.
I think he's improved on this, but I think his not playing the game hampered a lot of legislative work being done.
