GREATLY loosens! Even people with just Bachelor degrees are potentially eligible - and freshly-minted ones at that! If the degree is in robotics, AI, or new materials - and even if you don't have a job-offer from a Chinese company - you might be able to waltz into China and start marketing yourself.

This includes teachers in these subjects.

Not a particularly surprising reaction, given that the United States is signaling and saying out loud that they're not interested in recruiting and retaining excellent talent in high tech industry (or any other, if it might mean having to let brown people in), and would instead prefer to have a country of land-tied serfs under the thumb of a few select rich people. Someone's going to try and pick up the slack, and at this point, China's the country with the most resources to throw at trying to absorb it. So long as you don't annoy the Party too much, you could probably have a perfectly good life in China, without even needing to learn the language.
