That was actually a pretty good article, and it highlights several big reasons why there hasn't been as much attention paid to female offenders so far. It also at least mentions that the negative effects, especially on male victims, are also often downplayed or ignored.
I wonder what the public reaction would/will be when female offenders are getting held to the same standards that male offenders are? No safe place to live, no jobs, GPS monitoring, lifetime registration, etc.
You know, a thought just occurred. "Equal protection under the law." The flip side is equal punishment under the law. If male sex offenders were to start fighting that they are punished unequally under the law compared to female sex offenders, it could start a remarkable legal battle that most people would rather not know about.
