Gotta love the power of congress over logic. Two biodefense labs, that will house the newest and nastiest bugs that can be developed, are in the middle of Boston and in Galveston, TX, which is currently getting hammered.

You'd think someone would say "Um, shouldn't we put these somewhere that doesn't have radical weather and not in a densely populated area?"

Huh. Well, perhaps they wanted to have such a thing near them, because it generated... jobs? What kind of jobs may change with the weather, but I'm pretty sure there would always be a need for someone to do something with the labs. It's kind of like having a chemicals plant in your town - economic growth, environmental destruction, usually.
