Kiss internet anonymnity goodbye, thanks to China, the UN, and the USA?

China, that paragon of free speech, with support from Korea and the United States, has put forth a proposal that ALL IP traffic be traceable. Wired, wireless, whatever, everything should be logged and have the ability to identify the specific computer from which it originated.

I don't see any problems with that. [/sarcasm]

One of the Slashdot comments hits the nail on the head: "The problem I see, is that the badguys will be able to hide just as well as they are now (by for using a machine they do not own, like with a botnet), but the goodguys and -gals will have less anonimity." Just like DRM, the people who obey the law will be inconvenienced, while the bad guys will ignore it.

And on such an occasion, I wonder how many people would go in for the shared danger of something like TOR, where potentially, anyone could be using your computer to make requests to them? If enough people were all using their IP addresses in that kind of way, would the noise be sufficient to render any tracking data or other such things useless?
