This is extremely speculative, it's called gait analysis and is an idea that has been bounced around for some time now. Cory Doctrow really explored it in his latest book, Little Brother, about a near timeframe terrorist attack in San Francisco and Homeland Security run amuck.
Basically, by using algorithms to measure characteristics of the shadows that your legs cast, compensating for location, time of day, etc., they can build a signature that says "this is YOU."
I can just see people joining the Ministry of Silly Walks and putting rocks in their shoes to change their gait.
